create an xc/config/cf/host.def file containing

#define BuildServersOnly     YES
#define InstallEmptyHostDef

you can also disable extensions that you don't want in this file (look 
at xf86site.def for things you can configure. Creating a host.def is
better than editing xf86site.def.
