1) install bootblocks from 19990620 snapshot (the stuff in usr/mdec in base.tgz) 
2) install kernel from 19990620 snapshot (kern.tgz)
3) reboot
4) install 19990620 snapshot
5) build & install new config (src/usr.bin/config)
6) build kernel
