I've wondered on a number of occasions why a missing dhclient.conf
file is treated as an error, rather than the same as an empty one.

Is this deliberate, perhaps as a ploy to get people to read
documentation or for some better reason, or accidental?

Either way, should netbsd ship with a blank file in /etc by default?
