Subject: Problems with 1.3.3 and IPF

I am trying to configure IPF and IPNAT on a LX running
1.3.3. I changed IPFILTER=YES in rc.conf, created an
empty ipf.conf file. I found that the ipf devices were
not made during the OS install and did a MAKEDEV ipl.
When I rebooted the machine it says:

Installing Packet Filter Rules...
Open Device: No such file or directory
SIOCFRENB: Bad file descriptor
Open Device: No such file or directory
IOCTL(SIOCIPFFL): Bad file descriptor
Open Device: No such file or directory

Is Ipfilter in the kernel?
If it is shouldn't the install make the ipl devices?

I changed the kernel config to turn on IP fowarding
and build a new kernel, but that didn't change anything.

What do I try next?
