My sparc 1 boots up perfectly happily with no monitor and keyboard, so
I suspect you should be able to boot your 4c that way as well.
If it's of any help, I built a sparc install floppy a couple of weeks ago
(from July 26 sources, with some fixes--see PR 5899), and I'd be happy to
send you the image (or you can build your own, using the fixes in the PR).
However, running a memory-disk kernel on a sparc 1 (at least) leaves the
machine in a state such that subsequently booted kernels exhibit strange
behavior--see PR 5916 for details.
