Oh, there's more, which eliminates *.netbsd.org specifically.

If I do a netscape download of the new netscape (9MB), which usually takes
me about an hour or a little more, it stalls out and (again) I get:

        .... pppd[pid]: Modem hangup
        .... pppd[pid]: Connection terminated

This started happening, as near as I can recall, about the end of July
which happens to be when pppd was rebuilt on starwolf.  I can't narrow
it down definitively, though, unfortunately.  It's been performing
relatively well at 19.2kbps until recently.

The funny thing was that I was having more problems with a reget than
I was with a straight get on ftp, and I don't know why that is.
