Yes, I consider that to be the case..

There really is only one bus. The fact that you have to deal with several
address spaces and data sizes is the result of artifacts of the
VME boards you plug into the slots, not the bus itself.

This is better expressed by placing attributes on the device attachment
itself than by creating a bunch of artificial busses, especially
since our config(8) has the mechanisms to do just that (probably
unlike SunOS's config).
