This is a very important observation that I haven't seen anyone
make yet; VME has a number of signals that are daisy-chained from
one card to the next.  Most VME chassis have spacer cards that you
plug in in all of the unused slots; these not only help minimise
turbulence and improve cooling, they usually have a connector at 
P1 and a tiny PCB bridging these signals, or as Keith has mentioned,
there's a jumper on the backplane.
