I believe the problem is related to the fact that this feature should 
not be enabled for UID 0.  SunOS certainly ignores UID 0.

Ah, documentation is no excuse in my opinion.  First of all you have to
know it's there.  Second you have to read it.  I know I tend to make
assumptions based on past experience.  And when that past experience
is based both on how the people who created the service think it should
work and common sense...

I'm sure I'm not the only person who doesn't have the time to read
every man page for subtle differences when I'm dealing with a new OS.
