No ... you need /etc/bootparams ... and need to run rpc.bootparmd...

The boot block does not use bootp at all...

Requesting _Ethernet address_?  I've never seen that one before...

It looks like the PROM is trying to arp for the tftp server, but
it's getting a bad IP address ...

Basically, the PROM tftps the boot program from whomever answers
the rarp request... It looks like your rarpd is filling in garbage
for the "from" field!
