Whups.

I fixed the problem.

"make install" did:
   /usr/bin/install -c -m 0444 xcmdmenu.cfg /tmp/usr/X11R6/lib/X11

which creates a file called "X11" if the directory doesn't exist (and it
doesn't when I'm setting up for redistribution).  Cute.

I'm currently scanning the rest of the contrib stuff to make sure that
this is an isolated occurance.
