Haven't we been here before?  I believe the GENERIC kernel was designed
to handle generic addresses and devices; hardwiring may defeat this
purpose.  The idea is that you get your GENERIC kernel, boot from it,
configure a kernel for your box, and reboot, hopefully never to touch
it again (this doesn't currently apply due to the unstable state of
NetBSD (here "unstable" == "frequently changing", not "unusable" although
the -->>> PROBLEM WITH TWO DISK DRIVES ON AN SS1+ APPROACHES UNUSABILITY <<<--
[hint!])).
