I've yet to see a sparc binary tarball set with anything more than
MAKEDEV in the dev.cpio.gz and dev.tar.gz files (though to be fair I've
looked at only two such sets).  If any wants, I have a shell script
(adapted from the MAKEDEV script) that I used under SunOS to create a
working /dev.
