i was able to install an RC4 kernel and userland, and am currently
extracting base.tgz over and over again to test stability.  It looks
like the first pass failed due to crc errors (that makes no sense, since
i successfully installed from this .tgz).

the second pass failed similarly (but the computer has not rebooted.)  i
switched to /usr/INSTALL/comp.tgz and will have a report on that in the
morning.

with a little help from current-users@[1] i was able to build a complete
-current userland.  unfortunately, the installer reboots while unpacking
the sets.
