Big chunks of 61/8 live in ChinaNet (which is well-known as a spam haven,
and I've blocked a fair number of subnets therein myself) -- but it's also
used in Japan by NTT, who provide connectivity for 99 44/100% of Japan.

Can't respond to questions about elf64 bootloader if I'm null routed.  This
IP isn't in any RBL ... and we in Japan don't have the luxury of jumping
from IP block to IP block.
