In my case it does (and a lot):

[..]
evcnt type 1: plic dwiic0 = 1
evcnt type 1: plic jh7110pcie0 = 2
evcnt type 1: plic jh7110pcie1 = 3636503
evcnt type 1: plic com0 = 1
evcnt type 1: plic jh7110trng0 = 3
[..]

and in a kernel w/o HEARTBEAT I can continue from ddb and then later
see more interrupts have happened:

evcnt type 1: plic dwiic0 = 1
evcnt type 1: plic jh7110pcie0 = 2
evcnt type 1: plic jh7110pcie1 = 8385617
evcnt type 1: plic com0 = 2

So this points at an interrupt storm from the NVME preventing any handling
of softint/clk events.
