You need all sets to cross compile a release.

CVS uses only a single outgoing TCP connection. Most firewalls should
permit this. Also: There are weekly source snapshots as tar.gz available
http://ftp.de.netbsd.org/pub/NetBSD/NetBSD-release-1-6/tar_files/src/
or
http://ftp.de.netbsd.org/pub/NetBSD/NetBSD-current/tar_files/src/

p.s. Respectively ftp://ftp.netbsd.org/... or whatever ftp-mirror is
next to you.
