Perhaps, evbppc/walnut/dev/todclock.c is a todr(9)-glue only for
evbppc/walnut/dev/ds1743.c.

IMO, we should fix evbppc/walnut/ds1743.c to be suitable for
MI todr(9) functions (sys/dev/clock_subr.c).

And we should move powerpc/ibm4xx/dev/rtc.c to evbppc/evbppc/todclock.c
(or evbppc/evbppc/todr.c).

This approach is the best, I think.
