unfortunably, some manufacturers don't implement the full PCI specs, but
only what's needed to work in a PC (and I suspect such adapters would fail in
some high-end PCs too). For example, some older promise adapters don't have
all the address line wired, so don't work on systems which maps the DMA
registers above 0x10000.
