I disagree.  These are CPU features and operate the same regardless of
platform.  The other platforms would just have to replicate the code.
That makes no sense.

That being said, I am willing to add another argument to cpu_attach_common
to indicate whether power-saving mode should be attempted.  But I'd the
input of other PPC persons before doing so.
