as part of OSCON 2005 I've been checking out the netbsd-3 branch on
various non-i386 hardware I have in my basement.  I got it up on alpha
and sgimips, but it's not happy on my 3100.  booting the INSTALL ecoff
kernel from netbsd-3/200507250000Z hangs with:

scsibus0: waiting 2 seconds for devices to settle...
sii_StartCmd: timeout cs 440 ds 1000 cnt 10000

a 2.0.1 INSTALL ecoff kernel continues beyond this point to find the
attached disk(s).

I'm sucking down a netbsd-3 source tree so I can attempt to narrow the
issue down.  by the debug message I'm assuming a countdown timer just
needs to be bumped for the 3100/2100 case.
