Yup. Settings on the DEC's are 9600,8,n,1 . Hyperterminal from a WinBox will
work, if the conn paras are set to this.
The null-modem should be wired like this.

If the PeeCee has a DB-9 connector for the serial interface, a normal DB-25 ->
DB-9 converter conn should do.
At the DEC station the DB-25 conn labeled with no 3 ( has two arrows below for
I/O) is used for terminal output (I think hard wired). After plugging in
everything you should see some output at you terminal after switching on your
5k200/5k240 (depending on the ROM version it may take a while - but after 1
minute there should be a response - they behave similar in this regard).

docs.
