There are some problems with booting older workstations from cdroms.
Hint: The OpenVMS FAQ is definitely helpfull.

There are bootable ISO's out there, but not every netbsd mirror has
them. You can normally netboot these machines without to much problems.
Almost any common Unix system will do well as a boot server.
They don't need to boot via mop. tftp will normally work too.
