 Think mixed modules.  If you had a single 32MB and four 8MB modules what
would you choose?  64MB is better than 40MB if you don't care of the
slightly increased power consumption, isn't it?  Scale the values within
the possible range as you wish.

 If the generic VM core already handles discontiguous memory for other
ports, adding the support for pmax should be trivial.
