Did you tell inetd that the inetd.conf file has changed (or rebooted
since you made the change)?  On 1.5 you can

	sh /etc/rc.d/inetd reload

or on early systems

	kill -HUP `cat /var/run/inetd.pid`

It's also probably worth double-checking that inetd is really running.
You should be able to see telnet in the output of netstat:

	thoreau:~ 4605> netstat | grep telnet
	tcp        0      0  localhost.telnet       localhost.61494        TIME_WAIT
