<sched.h> is related to POSIX threading, which is not part of the base of
NetBSD.  However, mysql is part of the NetBSD pkgsrc collection, which
includes a bunch of patches to make it compile and run properly.  See it in
pkgsrc under pkgsrc/databases/mysql-{client,server}.
