rp= (root path) is the NFS root directory NetBSD kernel mounts after
successful downloading and bootup.  It's not the issue you experience
because you have never been successful in download phase.  Can you find
any clue what the filename your bootp/DHCP replies to DECstation, and what
DECstation requests to tftpd, on wire?
