The pmax pkgsrc setup didn't work for me.  It still bailed on the PIC issues.
Additionally, 6 of the makefile's "install:" rule patches failed.

I What I did was simply manually change every makefile, after configuration,
and added '-fPIC' to the CFLAGS lines.  ssh is working just dandy on my pmax
now.
