Nope, the 5xxx series doesn't have battery backed CMOS, they switched to
NVRAM. You might try resetting your NVRAM.

Next to the center cooling fan on the power supply, there should be a
single black jumper block. Put a jumper on that and try booting your system
again. If I remember correctly, that should bring back the graphics console
if you have an FB installed. If not it will temporarily switch to serial
console. Once you get to >> or it asks you to pick a language (depending on
the PROM version, I think KN02 5.3t is what I have), you can remove the
jumper.

Note on serial console: the 5000/200 (and most of the DECstation line as
well) will not talk to a serial console or show any signs of life unless DSR
(data set ready) and DTR (data terminal ready) are high. I tried connecting
to my 5000/200 with my Mac and a serial cable and I thought it was dead too.
Modem communication software will only raise DTR when it receives a CD
(carrier detect signal). And since there is no modem to bring a CD up, your
DEC will not do anything at all. Do you have a DEC terminal to use?
Otherwise you'll need a terminal emulator that lets you force DTR/DSR high.
Are you using 9600-N-8-1 ?
