  This looks like either your dhcp server is treating the boot file as
being in the root directory (or else the DECstation is doing this - I
haven't done a netboot for a while and don't remember what it looked
like).  I presume you are not running the tftpd server chrooted to the
/tftoboot directory?  [The default NetBSD configuration for tftpd is to
chroot to /tftpboot.]
