yes, edit your .twmrc file.

if you don't have one, then twm defaults to

/usr/X11R6/lib/X11/twm/system.twmrc

you can copy that file to your home directory and  then add something
like:

  "XTerm"               !"xterm  -sb &"

to one of the menus.
