You need to have set a boot enviroment variable, `setenv boot "<command
you use to boot>"` and haltaction needs to be either b or r, `setenv
haltaction b|r`. This is in detail explained in the `Personal DECstation
5000 Hardware Maintenance Guide' starting at page C-32.
