thanks for all your help.  Xdm now runs, but not from boot up.  What I get
from boot up is a white screen (with all the boot info written in black)
and no use of the mouse or keyboard.  I need to go and kill xdm and xfs
then start them up again (from a remote login), at which point I get the
expected login window.

I have included in the rc file the 'set -m' and 'set +m' around the xdm
line as mentioned.  

Do I also need to change:

console "/usr/libexec/getty std.9600"   unknown on secure

in the /etc/ttys file to off?
