We cant get rid of ECOFF entirely, since thats what pmax PROMs use for
netboot (and, AFAIK, what ARC bioses expect).

I understand Michael Hitch has been working on a first-stage ECOFF
bootloader, which loads a second-stage ELF-format bootloader.
