I've put a hand on nfsnetbsd.ecoff included in 1.3.2 release and
succeeded in netbooting with Personal DECstation.  It has KN02-CA
v2.0m PROM and 40MB memory, quite similar to your configuration.
1.3.1 nfsnetbsd.ecoff kernel did work, too.  I can not image why your
case fails.
