	Random ideas:

	Have you tried exactly the same kernel as him
	A bootp request (as opposed to a bootparams) suggests hes using
	quite a new kernel (maybe - my pmax knowledge is limited here)	


	Is the IP address of the Decstation on the same net as the
	booting machine (and in fact really close enough that any
	oddity with netmasks will leave it on the same net).
	Are you using a different netmask to the 'default' ' for your
	net (assuming old 'classfull' networking).
