I'm using MAXINE as diskless node.

 boot device: <unknown>
 nfs_boot: trying BOOTP/DHCP
 nfs_boot: my_addr=0x0a01013d
 nfs_boot: my_mask=0xffffff00
 root on pelican:/u0/pmax

BOOTP server's /etc/bootptab has lines like;

maxine:\
        :ht=ethernet:ha=08002B32BE2B:\
        :ip=10.1.1.61:sm=255.255.255.0:sa=10.1.1.59:\
        :td=/tftpboot:hd=/:bf=nfsnetbsd.ecoff:rp=/u0/pmax:

Your problem seems related with rp= tag, or NFS /etc/exports description.
