I regret to say I'm not going to get the 1.3 release onto the FTP site
before I return from vacation.  For now, please keep using the
1.3_BETA snapshot. The compile host I'm using crashed and I don't have
time to bring it up.

The good news is that the 1.3_BETA got updatd a couple of days ago ad
is is almost identical to the 1.3 release.
