Hi all,

I just copied an updated INSTALL  text to the 1.3_BETA/pmax directory.
Unfortunately this file does _not_ have sysinst documentation, but it
does have the same install/upgrade information as in the NOTES file.

If by any chance someone could read it over and look for mistakes,
that'd be great.  I intend to leave the NOTES file around for the
release anyway, since that's what everyone has been acutally using so
far.
