If you really want to see the in-tree version of ldconfig, it's in
/usr/src/gnu/usr.bin/ld/ldconfig

I have source code for the ldconfig we are running and the ld.so we
want to run. I'm sort of working on it but it keeps getting preempted
by other tasks (such as learning mips assembly, learning about object
file formats so I know what to debug, and helping to alpha test 1.3
and fixing some bugs for the release :-)
