I'm still seeing double characters and sometimes misinterpreted keystrokes
on local xterms to local Xserver when the system gets just a little bit busy.

I bumped up the DELAY to 50 in sys/arch/pmax/tc/scc.c routine sccGetc and
it helped a little.

This is on my DECstation 5000/125 with a R4000 cpu card.
