It works!!  However, it doesn't ask me for the desired root device.
It locks-up on the line:
 
scc0 at asic0 offset 0x100000 priority 5_
 
Maybe it is looking for the NFS server, which I haven't set up
yet.  I don't know.  I will work on this.

I did a check on the kernels using 'file' under Ultrix.  It says
that the vmunix kernel is mips executable, not stripped.
The NetBSD kernel (nfsnetbsd.ecoff) is mips executable, stripped.
 Could this make a difference?

There is another file in the Ultrix root directory
called 'ultrixboot'.  It is mips executable, stripped.  I try to tftp
boot this file.  It produces the same error as displayed when trying
to tftp boot nfsnetbsd.ecoff.  Is this important? 

How do I find out which prom version I have?
