I had some luck telling it that it was a vt100 with 57 rows, not perfect
but able to use vi and less with frequent redrawing of the screen.

There is an X11R5 server ported by Arne Juuls that can be found on
ftp.unit.no /disk5/pub/NetBSD/arch/pmax/X11R5/ver-5.26/bin@pmaxnetbsd

There are X11R6 binaries for X except the server on NetBSD.org, I can't
remember the exact directory at the moment.

I don't have all my notes on what I did to get it running, I can
look them up if need be.
