port-pmax: config swap generic doesn't work

I recently tried to build a 1.2B kernel from yesterday's sup and the
"swap generic" config line doesn't work, meaning the "GENERIC" kernel
doesn't work.  What happens is I end up with "panic: swapinit" on
boot.  This problem doesn't happen if I specify the root, swap, and
dump devices explicitly.  Were there some recent changes that broke
generic swap?
