The existing swapdev initialization is clearly wrong.
I'll commit the change that Per Fogelstrom suggested.
Please let me know if it makes a difference.

It still doesn't seem to make much difference on my
machine.   Maybe not having a vnode pager configured
would make a difference?  It's something to look into...
