It's a little mini-DIN thingy with no cable coming out of the end.  It
plugs in where the mouse would otherwise go.  The only way a customer
would have gotten one would be if they had purchased a DECsystem 3100,
which is just a headless DECstation 3100.  However, if you're able to
get it to boot at all, you're probably configured correctly.   It may
be that the console configuration code isn't doing the right thing and
starts displaying to the frame buffer shortly after startup.
