I have a problem similar to this, where the arp entry is not added for
the NeXT.  It always shows xxx (x.x.x.x) at (incomplete), until I
add it manually, then it boots fine.  This is against a 1.4 machine.
I don't believe I've tested this since I updated to the -release
branch though.

You might doublecheck the arp info on the dhcp server just in case it
is the same problem.
