This problem caused by dead NVRAM, which is
the same chip with the Sun machines.

NWS-3470 has only 8 block dip switches.
No.1,2,3 are used to specify console
framebuffer (000 means serial console)
and No.5 specifies auto boot.
I'm not sure about NWS-32x0, though.
