Can't say I know a lot about these things but I have an old sony news box,
The
only way I can get it to power up is to hold the reset button thing in
(small button on the left of the box) whilst holding the power button on for
a 10 seconds or so. Then release the reset *before* the power.

In fact you need to release the reset about 5 secs before the power then the
far back red ligth comes on then release the power and hey presto it boots.

If you release the power button too soon it goes off.

Think its a slow SCSI drive problem on mine.
Sounds kind of similar problem symptom wise.

The dip switches are I believe to do with memory installation.
Or so it says in the user manual, unfortunatly it gives no clues how to set
them :(

Hope this helps,
Good luck,
