Not in and of itself.  It merely enables one to run Ultrix binaries.
You might violate the license of those binaries if you copy them not
in accordance with their license.  If I were to make an ultrix hello
world program and run on hpcmips with COMPAT_ULTRIX that would be OK.
If I were to take binaries from the Ultrix distribution and run them
on the hpcmips machine that is likely a violation.
